No, hydroquinone is toxic with long-term use and is banned in Europe.

We do not recommend testing it for yourself. Firstly, it is impossible to choose a shade so that it matches your skin perfectly. It can change shades even throughout the day. Secondly, there is a high risk that the pigment will lie unevenly.
Is it possible to get rid of dark circles under the eyes forever?
No you can not. This is an eternal struggle. Regularity is important. Even in the case of blepharoplasty, subcutaneous fat will resolve over time.
